A succession certificate is issued by NADRA in Pakistan. A succession certificate is evidence of property inheritance. A succession certificate certifies that the heir is legally entitled to inherit the property of the deceased. The succession certificate and letter of administration, issued to a successor on behalf of a decedent, establish the legal heirs’ ownership of the deceased’s personal and real property.
A Succession Certificate is issued for the movable property and a Letter of Administration is issued for the immovable property. The Succession certificate and the letter of administration establishes who is legally entitled to own the deceased’s personal property. In case of being the legal heirs to the estate of a deceased person, a Succession Certificate or Letter of Administration is issued when an application is submitted to claim the charge over the deceased’s movable or immovable property.
Until recently, courts were issuing Succession Certificates or Letter of Administration, for which legal heirs had to wait a long time before they could obtain them. Legal heirs now have the opportunity to obtain the certificates, Succession Certificate or Letter of Administration, through NADRA’s Succession Facilitation Units without going to court (if there is no dispute among the heirs regarding succession).
At present, one NADRA (National Database & Registration Authority) Facilitation Unit is working in Islamabad and one in every province. NADRA (National Database & Registration Authority) is planning to establish many more Facilitation Units throughout Pakistan.
Letters of Administration and Succession Certificates Act, 2021 has created this great facility for the public of Pakistan. The purpose of the act is to provide a mechanism for issuing a Succession Certificate or Letter of Administration that is efficient, effective, and transparent.
Previously, these Succession Certificates and Letter of Administration were granted exclusively by civil courts alone. Now NADRA (National Database & Registration Authority) is assigned to award these certificates where applicable.
The applicant submits an application form through the NADRA facilitation center. For any claim from the public regarding the succession of the dead’s property, NADRA (National Database & Registration Authority) will publish an announcement in leading local newspapers along with a notice on its website. If no objections/claims are received within fourteen days, the legal heirs, regardless of whether they live in Pakistan or abroad, can conduct biometric verification for obtaining Succession Certificate or Letter of Administration. NADRA (National Database & Registration Authority) will proceed with the process once all legal heirs have been verified biometrically. On the receipt of such an application, NADRA (National Database & Registration Authority) should process the application following the FRC (Family Registration Certificate) of the legal heirs. Upon completion of the appropriate procedure, all legal heirs are issued Letters of Administration or Succession Certificates.
The applicant should register his/her application with NADRA (National Database & Registration Authority) Facilitation Units operating in ICT (Islamabad), Punjab, Sindh, and KPK.

Rs. 20,000 (If the value of the deceased’s asset/property is more than Rs. 100,000)

Fee for duplicate certificate: Rs. 5000/-
